Yep, that's a FoxGlove..

see those spots/dots.. that's a sign of a foxglove.*
Moving it?????
Older foxgloves resent being moved...
*they have a good sized tap root once established..*
I move small one's with no problem..
But never moved the big ones...
Do you have time to let those big ole seed pods brown up and give you about a ba~zillion new plants?????
If you can, once they turn brown, dry up, up can then rototil up a nice spot, sprinkle a pod or two over the top of the exposed dirt/soil and you should see babies sprouting there by fall time...
***I have never cut down one while it's still green *that big stalk* so I can't advise one way or the other on that, to cut it down early??***
