I'd say it's the bush/shrub. Hibiscus syriacus. It's about four feet high by four feet wide with lots of light lavender flowers. Just beginning to bloom now.

they say its easy to do but disagree there,have had mixed sucess.seemed to do better in sand& does better on newer wood or stems under pencil size& stuck 3-4 inches of stem after removeing leaves in sand& used rooting hormone.I just did some cuttings in june from my ROS and out of 5 had one sucess I ended up doing in clear cup with 2 liter bottle kept over with cloth over hole at top.I cut the top back after it got like 5 leaves cause wanted to leave in 2 liter dome(yeah...was a chicken,but was down to one then!) I've heard of rooting green wood cuttings but can't do it myself.I also pulled leaves off leaveing the very newest& keept in shade no sun more less a northern light area
can't wait to hear from more on this one

ok went through this yesterday here is link to albulm is in tulips...last photo this is ROS has liliac flowers is this what you have?
I know can be grown as tree or shrub....shrub gets pruned more and has more flowers but sometimes flowers will be smaller.
I did have growing a smaller hibiscus.had a liliac bloom was maybe malva type.....hubby mowed yard....need not say more.....but it had darker green leaveshttp://community.webshots.com/user/njoynit

I'm not sure if the best time would be late spring though, but the time for some is when they are flowering....... So try both times and experiment.
