My son lives in a Split-level house that sits high above the street & he does very little yard work, because his front yard is all Juniper bush... with this strange looking shrub/tree thing right in the middle of it!
It stands about 5' tall.

Does anyone know what it is?

looks like some sort of spruce. I've heard of dwarf varieties and of pruning them to make them stay small and bonsai-ish.

My vote is that it is definitely a weeping spruce, possibly a weeping Norway Spruce...
