Hi, I'm not sure if thisis the place to ask, if it's not, just move it to whereyou feel this best belongsin. I've gotten seeds, in many cases, which are covered in fine dust or spotted with white dst. Now, the question is, is this mold, and will it affect germination?

Lotus (probably not dust due to storage, I'm sure they were quite fresh), four o'clocks, sweet peas and some of those beans.

Sorry, forgot to check back here. Hard to say, could be mold. You might try putting them in direct sun for a few hours, U.V. light kills mold and mold spores. Pics are always helpful if you could post some. The seeds may not be affected if the coats have not been damaged by the mold. Were these seeds you bought, or saved seeds?
