What are these bugs on my cuke vines? You can see they are destroying them! Will Safer insectidal soap spray take care of them?

Looks like an aphid, Get some lady-bugs they eat aphids for breakfast, lunch and dinner

Not an aphid. This is MUCH larger. Squash bug?
3/8 inch long.
