I always hear about pinching back these plants in the summer so they do not get to leggy. What exactly does this mean?

mums are triggered into blooming by amount of light.my ones grown in shade will bloom from may non stop where my ones in sun act more like a real mum is suppose to.I cut them back in july so they don't flop& it makes for a bushier plant& not leggy.i root my cuttings for more plants and any i break off
