They were new roses I planted this spring, so they didn't have a huge root system to have to worry too much about, but a few still have some transplant shock and are a little droopy - mostly where there are some buds. Should I trim these droopy branches?

I would trim off any remaining buds too so that your plant can work on getting roots before winter sets in.
yes, trim back about a third of the plant. also, get some root stimulant and mix up a batch (a little weaker than the package directions) and pour around the root ball...that should help kick in the root growth before the cold weather sets in. make sure you mulch really well, too! i just use leaves for over-wintering...then i remove them in the spring.
