When is the best time to transplant lavender? Fall? Winter?

Well, hi there!

My guess would be to transplant them in the fall, as soon as possible so they can anchor in before hard frost. Otherwise, the cold weather might heave them back up out of the ground. Dig them a nice, big hole full of loose dirt so that the roots can move rapidly while there's still warmth in the soil.
