I am trying to build a water feature in my garden. i have a flower bed that was originally surrounded by red bricks (about 3 rows high and cemented). if i cement the base of this bed and assume the bricks are properly cemented, would it work as a water feature? have some slate that i was hoping to use as a simple waterfall into the 'pond'. suggestions?

Are you planning on putting a liner in it?

A liner would help. If it is not cemented properly it would hold the water. Even if it is not leaking now, cement does tend to crack and develop leaks. And theres nothing worse than waking up to and empty pond!

I would go the liner route just to be sure that it's not going to leak down the road.

certainly not,concrete no matter how well you prepare and waterproof it,eventually overtime you get cracks and leaks,a butyl liner will serve you well,its a life time job,very flexible and easy to work with.
How big is this feature?
yes slate is a very good material for waterfalls,especially as a spill stone.
