I have a Norway spruce in my yard that needs to be moved. When is the best time of the year to move it and what is the best method for doing this?

Late in the Fall or very Early spring (in the cold), you need the scrub or tree dormant. Moving scrubs is not easy, as you need to do it with a fairly large ball of dirt, rooting hormone should be applied, as hacking a a trees roots is traumatic. Ball size varies with size of tree. Short of like moving a person from a trauma center to another hospital, not done correctly, the patient does not make it. Late fall is best. You can have one of my 50 foot Norways, anytime.
