How do you get rid of this? I can't get them to bloom before this disease takes over and kills them. I really don't think it's a moisture problem, as it has been extremely dry and hot here.

Have you checked in your local nursery store?
I bring in stems or leaves of identifiable things and always get great results. Sounds like the same stuff that hits the bee balm. Should be controlled with some powder mold deterrent.
