Hi and welcome, I'm from Canada so we do not have orange trees but I am wondering if it is just a bad year with pollination(we see it in our apple trees)...or if you know the age of the tree. Most trees have a 50 year life span and then they start to decline.
Give it one more year and you will see if it continues or flourishes again like the previous years.
