this one puffed up like a cirle before it bloomed--balloon flower??

This one I really want to know.. each 'branch' has tons of thes elittle pink flowers on them..this plant has been where it is for years, so it's obviously a perennial... does anyone know how I coul propagate this one[bulbs, seeds, etc], as well... I'm clueless on that one..
