Hi folks!!

Attached are 3 pictures of something that is all over my crepe myrtle trees. The trees have been there almost 10 years and generally doing well until this new infestation showed up. We fight japanese beetles every year and this year has been bad but this is something else. Any idea what they are and how they can be eliminated? Thanks in advance for any suggestions or comments!.
