This is a plant I gave Rachel when I moved to Washington. She just brought it back inside for the winter and doesn't want her cats digging in it. (She recently repotted it)

Is it OK to cover the entire top with rocks?

I was hoping this was OK...since I have rocks on my 38 year old philodendron to keep Abacat out of it.

I have one of these, I put rocks on the soil, didn't mind putting them on the trunk, my cats play with the rocks, but, don't get down to the soil. :)

Perhaps your kitty just likes to lay in pots? My cats like to lay down in the sink(even though they're 2x the size of it).

My Maine Coon cat likes to lay in the sink, too. He's over 20 pounds.
I just put a picture of him down in the Coffeehouse.

Abacat has never actually gotten IN the plant before like this...but today I brought her home from the hospital (spayed) and when I finally got her to come out of the closet she got in that plant and took a nap. She usually just plays with the rocks I have on top of the soil.
