If you have tools that were left out to weather awhile and you found them frozen with rust, it is not a lost cause. Line a dish pan or bucket with foil. It does not have to be water proof or pretty. It can even be used foil from your kitchen. Fill with water and add a handful of baking soda, also from your kitchen. Toss in those clippers or whatever and let it soak the rust away. The foil and the soda create an electrical chemical reaction to remove rust from metal. When it is all cleaned and shiny make sure to dry well then oil your tool. No need to purchase a new one.

This really works. I had clippers in my golf cart. I thought they were protected from the weather. But they were not. I tucked them in this solution along with some trowels and things that rust normally in use. They came out all clean and working. You do want to coat them with oil to preserve them after they come out and dry a bit. This is something you can do with old baking soda that has spent time in your fridge when you refresh that.

I buy baking soda by the huge boxes, because I like to soak my feet every night and that's a main ingredient to the foot soak stuff Junie gave me the recipe for. (Thank you, Junie!!!) I am going to soak my machete tomorrow now that I know this. I got it out to try to whack off some huge weeds the other day and it was very rusted.
