I haven't a clue. How tall is it? That angle makes it look about 4 foot.

You are about right with the height. The fence is 4 ft and its a little taller. I looked around online and now believe this is stinging nettle. Maybe someone can confirm that for me.

Yes, that is a stinging nettle....actually an edible weed. Yum!
