I have a 2 yr old Espiranza (YellowBell) in Houston Texas. It succumed to the frost last year. This spring, I cut it back...put it in the sun and waited. The leaves came back and are almost 3 feet tall, but it doesn't seem to want to bloom. I've looked on the internet and can't find any information on how to make it bloom. Does anyone have any information for me?

It sounds like your native plant is still recovering from a hard winter. They sometimes need to put their energy into the recovery before they can spare some for blooming. I would give it more time. There is still plenty of summer to come yet.
