My yard is just full of gold finches. They are not at the thistle feeders, but seem to be eating the cosmo seeds!

This is the goldfinches prime 'wild' food time of year. Since they are primarily seed eaters and now is when grasses, weeds, & flowers are setting seeds so they are eating while the gettings good. They'll be back to the feeders when the wild buffet is gone (or lessened)

Yes, it does. But, FIRST, the Finches must come and actually use it.

The sunflower seeds that fall out of my feeders and sprout, I just let grow. When the flower heads go to seed, the Goldfinches swarm the flower beds and eat the seed right out of the heads.
