My swallows went away for about a week and now they are hanging around today. I'm noticing that they are fat and looking some what unkept. Is that normal?

GOOD! Fatness means they are eating well. DOUBLE GOOD on the unkemptness! This is the late Summer molt that most birds go through. They are the MOST ragged look of all this time of year. That means they will SOON have a BEAUTIFUL, shiny, clean, smooth, Winter coat. DON'T PANIC!.

Oh good, I'm glad they are healthy. I may have to get some regular bird food for them to entice them back. Only one has feed at my window this week and that was yesterday.
Do you have any cheap ideas on how I could make a blind for my window?
