You've got Tomato leaf curl..it's caused by herbicide damage, viral disease or even just irregular watering.

Can you see any little white insects flying around?

~~Tam~ You can bury all your troubles by digging in the dirt.

No insects, my first thought was aphids but that's not it. I haven't used any hericide anywhere near the garden so it sounds like a disease. Is there any hope for the plants or should I just pull them up and start over with new plants?

I'm no expert; however I have read that even if the neighbor uses herbicides that the overspray can travel quite some distance (allegedly up to like hundreds of yards depending on the winds and type of equipment). I have also heard allegedly that if you use herbicides in sprayers; even if the sprayers are thoroughly washed afterwords that the sprayers should never be used after that to spray insecticide or fungicides on vegetable crops or ornamentals; because some vegetables crops and ornamentals are so sensitive to herbicides that even trace amounts of herbicides can cause injury or death to something like tomato plants. I've been told that you should have a separate sprayer for herbicides and another for insecticides and fungicides.

I can't vouch for how true it is but I suspect that there is at least some truth to it.

Marya,

It looks like tomato leaf roll caused by low temperature and wet/damp soil. The symptom will disappear when the temperature warms up and the soil dries out
